I Second Crows if you like Clover tho i think Crows is better. The sequel Worst. I Second GTO and Angel Densetsu. Also try Rookies and Transfer Student Storm Bringer.

13 (one shot by the author of Gintama)
Crows (perhaps the most popular delinquent manga, a little overrated perhaps)
Doushirou de Gozaru (by Nishimori Hiroyuki, about a Japanese boy who was raised in USA in a Edo period samurai style who returns to Japan)
Gokusen (daughter of a yakuza boss as a all boys high school teacher)
GTO (ex-bouzouzoku head as a high school teacher, a classic)
Kyou kara Ore wa!! (Nishimori Hiroyuki, though perhaps not as popular as GTO and Crows, this is the delinquent high school comedy manga, a classic must read)
Midori no Hibi (a delinquent who has a girl with a crush to him take the place of his hand)
Ocha Nigosu (Nishimori Hiroyuki, about a kind but misunderstood boy who is the most feared high school delinquent)
Rokudenashi BLUES (a delinquent who wants to become a pro boxer—less boxing, more the usual high school delinquent stuff, a classic)
Rookies (high school delinquents start a baseball club, by the same author as Rokudenashi BLUES)
Sakigake!! Cromartie Koukou (a classic gag manga centering on all boys delinquent high school, must read)
Far-off places with sweet sounding names.
