^that mouthful. basically i want someone that is constantly and obviously in love with a dude/chick, but the relationship is on standby because the target can't accept it for some reason. a good example would be prunus girl with the char not being able to go through with it because of an obvious issue.

what i absolutely don't want is a ton of retarded drama, i dont want a guy unable to move on cuz he is carrying a memento of his first gf who died in some retarded accident he says he caused... just no. the most severe thing i want to see in the way of drama is having to overcome gender boarders like prunus. nothing further at all

that being said it does NOT have to be a same sex couple, it's just that prunus is the only example i could think of atm that completely fit the requirements... also if it is same sex i can really only handle shounen ai if one of the males is a trap or close to it.... nothing against anyone who is homosexual but i just can't get into two bulky hairy dudes flirting 😐

so overall
NEEDED:
love interest is openly in love with protag for a long time.... thought it was a given the first couple lines of the post, but i'm editing it in here just in case.
happy slow forming romance
some reason causing hesitation, but not an overly serious thing
really sweet story(as in not some dude trying to rape someone because he loves them so much -_-)
PROS:
comedy
NO GOS:
manly man x manly man
high levels of drama

that's pretty much it.

Hibi Chouchou
Is the only think i can think of right now... though it doesnt exactly fit your description... The readers know that they like each other.. it's just that their development is sorta like unrequited to mutual... You can slowly see their progress..It's a nice fluffy read XD

Hm. Maybe Koi dano Ai dano. Romance isn't really the main focus (especially in the prequel) but there is unrequited love with little stress. And also, the Kanoko is the best character ever so that's a plus.

Also Last Game. Although it isn't finished, I'm 99.99% sure they'll get together once the girl stops being so horribly dense.

Again, unfinished but I'm sure that it'll eventually be requited: Yasuko to Kenji and My Hero!

Katakoi Triangle might fit, except it's fairly short, it has a love triangle and the ending is slightly inconclusive.

Kimi ni Happiness as well.

I second Last Game by AMANO Shinobu, Horimiya by HERO/ HAGIWARA Daisuke and Nodame Cantabile by NINOMIYA Tomoko. The love in MORISHITA Suu's Hibi Chouchou is not unrequited, it's just unusually slow-paced.

The main couples in KOUCHI Kaede's Love So Life and TAAMO's Taiyou no Ie gradually grow into what you're looking for. In the former it's his profession, her age and their employer-employee relationship that still prevent their romance from blossoming, and in the latter it's their age gap and his guardian role that stand in their way.

Zettai Reiiki by YOSHIBE Akuro seems to match, but it focuses more on the Yay-I'm-living-with-a-tsundere-ghost comedy.

Both female leads from Tora to Ookami by KAMIO Youko and Principal by IKUEMI Ryou are one-sidedly in love with one of their best friends. They have a strong emphasis on frienship.

Hopefully, we will see our clumsy heroine's unrequited love become requited in MUTSUKI Tsutomu's Kono Oneesan wa Fiction desu!?.

Even though it contains some light-hearted drama, Sensei! by KAWAHARA Kazune might be to your liking.

TAKASHIMA Hiromi's Miman Renai has an oddly adorable male lead who is head over heels in love. His love life would be great - if only his love interest weren't a middle-school girl and he weren't working for an eroge company. Pure-hearted romance.

You can try Seven Days. Although I wouldn't say that it's really cheerful... But it's sweet and fluffy all the same.

Strobe Edge is really sweet. It's got a big following. The drama is there, but it never feels forced or over the top (like there's no dead first love or anything) The art is also really delightful.

I'll second the Kimi ni Happiness from above as well.
