I'd say it's dead.
I've actually had two screens die on me, one went fzzzzt and black smoke came out; the other suddenly went from normal colors to nothing but green & black. Fortunately around here you can pick up used monitors for pretty cheap (not the flat panel ones, though) so it was no big deal.

go to a college where people come from afar, wait until the last day... there are so many freshmen who throw out computer monitors... <_<; I picked up like, 4 of them... and kept 2....
but yeah. it does sound like it just died. maybe you can ask a tech savvy friend to open it up and take a look. I'm supposing some circuit got screwed up or something.
not quite sure about the ticking noise.

The college throws out computer monitors too! They are usually all still good they just need to update them every other year. It's big waste of monitors.

Both colleges here sell them at monthly surplus sales for cheap, rather than throwing them out. The last one that died was from a surplus sale, cost more to recycle the darn thing than I paid when I bought it. 🤢
