I second Mirai Nikki.
The only other one who comes to my mind is To Love-Ru, it's not stalking but almost.
And maybe Nagasarete Airantou but there are many girls there.

Mirai Nikki has Gasai Yuno, the best stalker girl (yandere) I've ever seen but it's not technically a romance so much as a supernatural psychological thriller.

I know that Sayonara Zetsubou Sensei (Goodbye Mr. Despair) has a stalker girl.
