-General Description of what you want: A fantasy set in the middle east, or elsewhere with middle eastern elements or characters.
-Genre: Fantasy. Whatever else is ok.
-Books that fit that description: 1001 nights, Bartimaeus (for having genies)
-What would you exclude: Dune (no sci fi) or Tales from Earthsea

I would say that Guy Gavriel Kay probably fits the description. The action in his books is set in times/places which are based on real historical events, but kind of changed - so it's like a fantasy book. I only read "The Lions of Al-Rassan", which I think happens around the middle east, but you can consider his other books. One is set in acient China, I think.
Also if your interested in a fantasy series set in japan-alike setting i second Hearn Lian's "Tales of the Otori " - the first book in the serie is "Across the Nightingale Floor " 🙂
