So the uke is really strong all the time( or so he thinks) and at some point they both go somewhere where they are alone, so the uke acts innocent and sweet, trying not to make the seme nervous( which really can't happen XD) about him being so strong( which he's not really) and the uke thinks he's so tough all the time, but when he gets touched( even just on the hand or something) he's really sensitive.

I don’t really know but Warui Koto Shitai comes to mind and it kinda fits your description. The only part that doesn't fit is that the seme isn't afraid about him being "strong" or a delinquent.
