I think he means the adult version which actually does have sizable breasts. I'm personally gonna have to go with Mutsumi from Love Hina. Her ditzy genius bit killed me.

Meh, I got to the point around episode 150 when
Sasuke left before I stoped b/c the first episode came out on CTN and it slapped me in the face with the terrible censored and overedited dubbing.
Mutsumi is so cute though!
