Albireo, one of Nagis traveling companions had multiple pactio cards, though most of them were dead. So I'm pretty sure you can have multiple cards at once.

I think you just proved that Konoka was bi right there since she kissed both Negi and Setsuna. Or maybe she just kissed Negi out of curiosity but actually likes Setsuna since they are childhood friends and didnt they go on a date recently too?
