Specifics:
Feel or shadowy art?
Something along the lines of Sin City (mystery, noir, conflicted hero) or 300 or Batman?

Sin Cityish:
Might sound strange, but
Get Backers comes to mind for it's action + seedy underworld

never read it, but Monster sounds like a good fit

Well, Lone Wolf & Cub is a huge inspiration to Miller. You can clearly see the influence in his Ronin series. And Akira, without doubt.
As for something more-Sin City-like, well... it's hard to find a suitable manga exact of it, but I think you'll dig the following;
Dead End and Smuggler (Shohei Manabe)
Black and White and Blue Spring (Taiyo Matsumoto)
For the noir-aspect, maybe Benkei In New York and Hotel Harbour View, both illustrated by Jiro Taniguchi.

How about just some other Frank Miller titles?

I've read a couple dark, noir like manga, but I can't remember at the moment. When I do, I'll post them.
