Hi I'm looking for a romance manga where the female takes the initiative in the relationship. Something similar to Maoyuu Maou Yuusha or Monster Musume no Iru Nichijou. Preferably Shounen and Seinen and plz no smut or hentai. Thanks in advance xD

Are you meaning "takes the initiative" in the sense that the girl pursues the guy/initiates the relationship? Because that's like half the romance manga out there...

Natsu no Zenjitsu One of the BEST Seinen and its suits your requirement. It have many love making scenes but they are the plot requirements.

Isn't Monster Musume no Iru Nichijou borderline H?
There is Omamori Himary where girls try to ra... I mean take the initiative all the time, so it's somewhat similar to Monster Musume no Iru Nichijou, but it's kind of meh.
Maybe Trinity Seven though there were only 2 girls who took initiative... compared to the series above it's much better.
Witchcraft Works has a very different approach, but the female lead should fit "female takes initiative in romance" really well.
Gotta second Fujimura-kun Mates.
On of the girls from Maji de Watashi ni Koi Shinasai! confesses (and more) to the male lead on every possible occasion, though the guy rejects her every time.

I second B Gata H Kei. If 4-komas aren't your thing, and you're in the mood for some quirky comedy, try Midori no Hibi. I found it quite funny with a good journey for the MC. The female lead was the pursuer, much to the MC's initial dismay.

I know you said for male demographic, but I was reminded of a nice shoujo that should fit in.
Just a little jaunt from your request, but I think it fits in well enough.
