The main heroine should be comedic and light hearted, and most importantly very proactive, like in Lovely Complex, Koukou debut, Junai Tokkou Taichou! or Tomodachi, not the type who is quiet and reclusive. The heroine can be a little bit silly and the manga should have a degree of comedy. Thanks alot.

Hmm, 100% recommend Skip Beat Kyoko is so cute sometimes, and so proactive (maybe too much) and really really funny.Sames goes for Tokyo Crazy Paradise from the same mangaka..
Almost all shoujos from Motomi Kyousuke, you would love Dengeki Daisy (I think) 😀 I love his shoujo girls, they are strong, they have flaws, they do things on their own, they are cute, and they are totally out of the typical crying shoujo stereotype..
Hmm, Half Ouji, this is really a strong girl we have here, really funny, although this is not only shoujo there is a big deal of romance going around, but with lots of comedy..If you like video games you are not going to stop laughing...
Kaichou wa Maid-sama!? maybe, although she is more like a tsundere type..
Ahh..I can't think of more, but those are really that way..girls actually do something more than blushing and hiding behind their shy selfs..Hope you like them

Oresama Teacher - about a freakishly strong but also small girl who used to be some great fighter at her old school but is now trying to turn over a new leaf, in a typically-shoujo naive and mostly unsuccessful way. Hilarious and offbeat.
Help!! - very sweet and satisfying manga about an optimistic girl who works very hard to fulfill her dream of becoming a doctor (the heroine has been compared to the girl from Shiawase Kissa Sanchoume, already recommended here). It's also by the mangaka who did Wild Ones, which would probably meet your requirements as well.
That's all I can recall at the moment, but trust me, this kind of heroine isn't hard to find with a little browsing. 😁
