I read this manga awhile ago where the best friend (?) of the girl was the prettiest guy in the whole school. I think he had blue hair or something and he was even prettier than the girls in the school. The female lead pointed that out to him a few times as well in annoyance.

Maybe Venus Capriccio? He doesn't have blue hair, though.
Any other hints about the storyline? Is it a shoujo manga?
