Um I watched the anime long time ago and remember Lucy being not too strong compared to some of the enemies. There was that one little girl with thousands of tentacles who seemed to be much stronger than Lucy. Is the manga significantly different from the anime?
As far as regular humans go, I choose Gutts. That dude has no superpowers, he lost his eye, lost his hand and still manages to be kickass.
In free for all, if Lucy is as strong as some people have been saying, ie being able to kill people from a mile away, then she should be able to beat everyone on the list, except for maybe Naruto simply because he can make so many clones of himself. Even then, an invisible attack from a mile away does seem difficult to evade.

i think Kei Kurono deserves a mention.....he kills hordes of aliens that are damn near indestructible
but out of the choices i'd say Gutts deserves the nod.....his level of opposition is just more impressive then the others

overall i was still thinking goku super sayen 5 planet detroyer type guy....but then again someone who looks like hes guna surpase that is clearly ichigo! what with that fully evolved holow form? is there even a measure for how powerfull that thing is...not too mention that its a spirit only seen by other spirits or speacial people?
one on one spirit beats real flesh cos it can't be seen? isn't the clear winner here ichigo? FOR nowadays that is? i bet by the end of the series we will see some next level DBZ overpowerd fight scene were mountains crumbling mean nothing....
and for all you gutts lovers who say he would rip him?
ichigo is a spirit! and when he dies his hollow forms comes to life healing him? and from what ive seen its power is on the level that wipes out cities with no problems... can mister gutts resurect? no=[

Ichigo is the strongest of those obviously.
Bleach is like the new DBZ in terms of power levels.
Luffy is my favorite of them though.

Well, to find out the strongest character, I think you should start by nominating people who are actually the strongest within their appointed universe. I have no idea why someone like Luffy is up here, or Gutts.
In any case, I voted for Naruto since Ichigo doesn't really have control over his powers.
