Most of the list doesn't make any sense why they were banned. From what I read and saw Elfen Lied is 100 % acceptable for the ban but Gantz should also be included in the list. School Days also acceptable because the story has no moral ethics. It starts out very clean but ends very bad which can easily corrupt the minds of younger viewers. Tokyo Ravens getting in the list is absurd. I think there is corruption behind the banned list then actual content ban.

Why are people so surprised?
Anyone who read the international section of the news-paper/magazine/website for the last decade would have shrugged at this.

There are some titles in the list that may have some rebelling undertones that a communist and censor-heavy country like China probably doesn't like. AoT has these and feels like a strong nationalistic series if read between the lines.
But who are we kidding right, like they would actualy check their contents in detail.
