Does the web comic tag apply to titles that are serialized in web magazines/apps? Such as Next Comic First? Lots of popular webcomics/web manga DO become books/volumes in the end.

As I'm concerned, yes. You can add web comics tag for serialized titles in web/app magazines. Even though they will get the print version, what counts is where they are serialized, so it's okay.

When to use the Foot Fetish tag?
There are manga where the artist focus on feet so much, the manga starts displaying very detailed feet with polished nails on cover and then through the very first panels repeatedly putting focus on them. And I have specific examples of that:

Would these fall into this category? Or is foot fetish added when there's an explicit sexual act? Footjob, Foot Licking, Foot Massage, or manga where while not sexual, a character uses their foot for different non sexual activities like maybe using a pencil, in most cases this would be on an ecchi manga so it would be for fetishization purposes.
So basically, a manga that simply puts a lot of focus on feet and how it displays them would fall into Foot Fetish even if there's no "foot actions" or not?
