Well that'd never happen even if such a drug was invented. Nobody in their right mind would sell something they've made "below production cost." They would already be running at a loss before you take staff wages and everything into account.
Also considering that marijuana is not physically addictive and can be grown at home I don't see this "goverment made wonder drug" replacing it.

It's lack of parenting that leads to young people becoming involved in such things as crime and narcotics. Lack of education in the home. It's the parents responsibility to teach their children morals and ethics.
How you could make an assumption so crass and unrelated to my post of 1 simple sentence is beyond me.
And in that situation, the problem is once again cause by a parenting problem, not a complex social problem. If such a thing were to happen, CPS would be contacted, thus making it a civil problem. But as far as legislation being enacted in order to control the nuclear family, that is by far out stepping the bounds provided in any state constitution.
But my point is what will happen if the parents aren't your "typical" caring parents. The kid is condemned just because he has bad parents. It's a society task to educate him, it's for that that there are laws and school. If the state will provide him potential killing stuff it's as guilty as his parents. Anyway I'm going OT, so it's better if I stop here.

- Cultivating marijuana is the only way to survive for many farmer in Colombia and neighbor countries.
