Do Japanese people seriously think bigger means better? I mean I can see the appeal in decently sized breasts but a lot of these manga have girls with boobs the size of their head. Even if a girl like that could exist she wouldn't be able to move without being in constant pain. Am I the only one that thinks it stops being attractive and just starts being weird at a certain point?

Do you seriously think this is limited to the inhabitants of that island nation? Cuz boob jobs of ridiculous proportions are being done to women all over the world and that is a real life thing, not a thing born of lines on paper. Different tastes and all that. Plus I highly doubt that every person of Japanese nationality or ethnicity finds ginormous boobs attractive.

You need to read more hentai then. It does appear in very high quality works as well. Hell, one of the most noted NTR works has women with very large breasts and it is drop dead gorgeous where artstyle is concerned.

Here is how the US does it and drawing the "Marvel way" books are kind of infamous for suggesting a certain body template for women. 5 Insane Things Comic Books Believe Women's Bodies Can Do and Google showed me "top 10 greatest racks in comic books" just behind it 🤨 . European comics are the same and all CW shows (the closest live action content US TV has to anime) have underwear models only is starts and so on.
Video games are also the same. Just look at the top rated/selling games of the years as Batman, MGS or the Witcher. The only movie makers alive who would put unattractive people on the airwaves are European TV producers and i can guarantee you that the gender swapped Ghost Busters reboot would get a more positive "fan" reception if the women were in their 20s with great boobs and not fitting counterparts to the original cast.
The boobs are here to stay and my biggest problem with the notion of female bodies in Japanese comics is that most successful artists draw them like you would a caricature but that is my cross to bear. I will also repeat that a high amount of smut manga protagonists have beasts as big as their heads too so just crying sexism isn´t the answer.
Flat chested women (well mostly teens) are also a strong focus and can be the most popular cast member in Japan as the game Persona 4 proved but Naoto is the one uninteresting character if you ask me. I was lastly born in Russia and women tended to have bigger breasts to such a degree that it frustrated by flat chested mother.
