Well, it seems like wasn't completely scanlated, but someone did scan the last two volumes from CMX, if I remember correctly. I'm sure that counts.

The "Releases" part doesn't mention anything about that, and I can't find anything ffurther than Ch 10 online 😕

I'm pretty sure that there has to be scans available in English. Though sometimes scans are removed due to publisher's demanding it, and some groups don't share their scans with sites like mangafox, so you have to be a member of the group to see the scans. If you can't find it online but it has been fully scanlated, then maybe this is why. I think it still counts even if the scans were removed due to infringement issues.
The pen is mightier than the sword...and considerably easier to write with.

The scanlation status is also set to complete if the English publisher released all the volumes, be there scans of them online or not(and in case of Gertrude no Recipe, CMX published all 5 volumes in English ... and all the volumes can be found online on a certain site(google it 😉 )
