Well, people mainly get annoyed by the people
who are laughing out loud and disturbing them.

Laughter has scientifically documented positive effects on health....that said, it's not a *cure*, but I do think it can help to some degree. 
Of course, laughing at the wrong time can have some seriously negative effects on your health...

Laughing makes my heart hurt when I laugh too much. 
And people who laugh too much irritate me sometimes. Its okay to laugh, but when they laugh like maniacs it really irritates the people around them.
