Like she doesn't even care much about friends.
I hope the manga is not dark tho. Like nothing Tragedy or depressing. Rather it would be better if it is comedy.
Oh and it has to be a romance genre.
Would there actually be a manga like this? 🤔

It sounds like you are searching for a school life thing but if not then Princess (It is a Manhwa though)
I'm pretty sure there was a lot of these in the 90's and early 2000's Skip beat! and Boys Over Flowers come to mind. Also search anything made by clamp.
Beauty Pop comes to mind and the classic Ouran High School Host Club. Idk can be argued that she's more on the stupid side, but Abide in the Wind might fit. Also more on the drama side. Here are some more that I think might fit as well:

Kare Kano is one of the all-time great manga series. I would recommend it to anyone.

Of course, there's character development over the course of the series, but it's still a bad recommendation for this thread.
