I also think he'll die before this series ever comes to an end and therefore I seriously hope he has a script written somewhere because I don't want the series to die with him.

Though I must be honest I have recently gotten into berserk and by recent I mean I've been reading it for the past six years.

My question is

Over the past 20 years, has he always been this slow?

No. If you look at the volume release dates you can get an idea of the pace he was going at. Up until volume 31 it was at about 2 volumes a year. After that it's only been a volume a year.
