I voted for Baragan as well. He's not the most sympathetic of the three, but I guess his leadership skills make him a worthy No. 1.
And then there's the problem with the age. Every one of them has an equal character among the Shinigami so it's likely (although kinda lame, because every one expected this since they were introduced for the first time) that they'll fight their "alter egos" what makes following pairs:
Yamamoto - Baragan
Kyouraku - Stark
Soi Fong - Halibel
Ergo: Baragan would have to be the strongest.
But we'll see.

there's gotta be a twist..usually the one acting to be the strongest is not actually the strongest and it is the one who seems weak/lazy that has ridiculous power..
so I'll say Stark is #1 followed by either Baragan or Halibel, probably Baragan #2 and Halibel #3 though...
