Usually the people working on the stalled project are missing or busy with real life.

Lots of reasons really, could be anything from lack of raws to lost of interest. With most groups though it seems to be cause they can't find raws. (and won't shell out some cash to just buy them...) And sometimes newer groups just starting out thinking that they will get lots of staff so they can start lots of projects when in reality they end up with more projects and not enough staff and have to put things on hold.
Those are the two main reasons I've come across while working in scan groups thought there are probably lots of other reasons as well. Hope that helps. ^.^

Simply because working on the same project over a period of time gets boring, so I want to work on another project that my group does. The best is having multiple different projects to do at the same time.
And I do scanlations for myself because I enjoy it. I don't do them for the people who wanna read the scanlations.

Also sometimes they've got really bad luck when dealing with a project: staff attached to that title, keep coming and going and they keep losing people 'cos it's not easy picking up all the broken pieces(tls/editing/etc.) and putting it into "usable format".
I heard that's why some groups eventually drop a project and insist on never touching it again, for fear of losing all their staff too. The curse of a project, they call it. 😛
And sometimes, translating isn't the problem. It's editing the manga that's the issue: especially stuff where there're tons of backgrounds, screentones, etc. That takes forever and I heard that some editors prefer to work on multiple projects so they don't go insane from the stress of redrawing someone's hair or a massive battlefield. And of course, the group leader will accommodate unless they want to lose staff.

Well some do take up stalled projects...like me.
The reason I come across is; They don't want to take up other groups leftovers, lol.
Plus like someone said, new title more people to notice it than only the fans of the title. Not to mention some translators want new titles because they are too lazy to read the last 5 vols of the title.
I have to admit though. I do drop titles when there's no raw. The reason is simple I'm against donation of any kind and too cheap to buy any raws from my own pocket. Use what already exist and if there's no more than it's a shame, though some may scan it for us. That's also why I try to pick titles where the raws can be found.
