A bit crazy, but interesting manga with few very busty characters.

One Piece ain´t romance and so on but it had leading women with bigger breasts than torso mass for years now. Most women look like that, or they are a cow monster. Borderline He-Man logic there and they would need a crane to walk upright with their hourglass figures. There are officially licensed breasted-mousepads too. The Fairy Fail girls also have breast bigger than their heads and they are basically softcore porn stars.
The DOA games are more "reasonably" proportioned... But about being well written:

I guess i now need to suggest something. Lupin the Third: The Woman Called Fujiko Mine it is. One of the few good Seinen action anime in years and the sexual themes are mostly well integrated into the story, and a bit too artsy/bleak, to be called titillation.
The protagonist´s name is still a breast joke though. Ah, the 60s.
