Well, I have been looking for a certain manga for so long without knowing what it's called! So annoying ^^;;

Plot: The angels in heaven can't walk, they can only fly. So when heaven stats burning fails to put out the fire, because she can't walk, and thus she falls down to earth --- where she meets a boy who's in the track-field club... Um, she asks him to teach her how to run... Oh! She also has a braclet she can change the weather with.

Those events happen in Happy World but it might not be it since the events you described are happening a bit differently in this manga. The thing burning was the main characters house. The main character teaches the angel how to walk and also I think the first few chapters have a track and field day. And ofcourse she has a bracelet thing ( not sure if it changes weather though ). Just a guess...might be wrong lol.
