It's been a while since I read it, but I believe volume 1 of Ooku has the reverse situation: the protagonist starts off as a bald monk and then lets his hair grow when he becomes a member of the inner chamber.

Read REAL. As far as I remember 2 of the main characters (and other side characters) shave their head (I am sure at least one of them does this). And it's also a fantastic read.
