Fair to Call it Better...?

Some people claim that Hundred is a better series than Infinite Stratos.
If they like one series more than the other, then so be it, but what I'm generally wondering is:
Is it "fair" to claim a series as better than a similar one, yet instead of being just similar, the thing's practically a blatant rip-off?

Just to clarify: I'm not trying to defend Infinite Stratos as a better series. I'm wondering though if it's "fair to call it better," when Hundred's a carbon copy that's practically going through a checklist of characters/scenarios/concepts/etc. to put into its own series...

Have you seen IS2 (anime)
If you haven't, I kinda recommend you trying it,
The only thing going for it is it's ecchiness, imo
Story wise, meeeh..
I dont dislike IS manga anyway, havent tried that new one yet tho
