He seems to have feelings for both, but what he feels for Inoue seems to be different from what he feels for Rukia. I actually don't want him to end up with anyone, Bleach doesn't seem like that kind of manga anyway.

Besides Ichigo seems to have more chemistry with some of the guys in the series. No, this is not my inner yaoi fangirl speaking since I actually despise the BL djs for Bleach. >_>

Don't really see it as a harem though.

Yoruichi is easily the winner as far as the best female character in Bleach goes.

Rukia is too manly, and Orihime is too whiney/useless.
