In Canada and the USA, but it has never been tried in court.

The only case similar to it was when someone who was jailed for child porn and released (With a condition that he never download porn) went to jail for downloading lolicon.

So I guess legally it is viewed as porn, but no one is sure about whether or not it is an offense by itself.

Legal in the US, there was a supreme court case awhile back on this.

Edit: Did a bit more research, the supreme court is continually ruling that shota/loli does not qualify as child porn and is protected under free speech, while congress and the president are continually passing laws trying to outlaw it.
