Eyes pointing 45 degrees to right,
right side skewed 10 degrees upwards
and the face pointing 20 degrees right
and is not skewed at all.
In general the deficiency of knowledge
regarding the human body, the lack of
talent to place anything into a third dimensional
2D projection and the failure
stemming of that.

The only art I'd consider "bad" is when you can't tell what the heck is supposed to be happening. (O_o)

This.
Also, manga with UNBEARABLY THICK lines. I can't remember what the manga was called, but I read one once where the lines were at least 2 centimeters thick. ><

I'm very picky when it comes to art and one/two things that I really don't like are messed up body proportions and sometimes the inconsistencies, just as what greydrak said. I can't put up with art like that, unless it has a really good plot to go with it.

For me Bad art is usually when there is too much going on in a small space. Makes me just skip that part

messed up human proportions - Wins. Hurts my eyes so badly. Just can't look at too long legs/big shoulders/mouth in the wrong place/tip of the nose facing on the side/everted perspective. I've noticed some mangakas draw perfectly one or two projections of a face and the other is ugly.
Is a frequent feature of yaois btw.

I completely agree with what you said about messed up human proportions. I should add that there are weird mouths and chins too (yeah, you know the types since you read far more yaoi than I do). And I just hate long/sharp faces and long bodies. 😮 Yet I know there are art I don't like and bad art.

Messed up human parts + little effort in drawing and with backgrounds + inconsistency = bad art.

I don't really have a problem with art in manga. Actually some of the best manga is actually avant-garde art.

Avant-garde art, more often than not, doesn't belong to the "little effort in drawing" type. It probably has been put more efforts into in trying to impress or trying to have an individual style than a mainstream medicore/bad art. But that's just what I've seen.

To me bad art is messed up human proportions and "stiffness". If the characters don't have a good flow I get annoyed

Human proportions of course. If the head is too small or the body is too big, then I'm outta here. 🤣
