Armstrong because she is a total bad@@@ and runs Briggs which is just a kicka** fort to begin with and Hawkeye because she is a sniper and she bosses around Mustang who is my favourite male characer.

She is badass, but she's only lieutenant badass. Olivier is Major General badass. That means her badassery not only out-ranks Hawkeye, but also has an influence on far more people.
