I personally think it's just as much of an instinct as the males' wanting to reproduce with as many females as possible, to pass on their genome.
And seriously, I don't think there are any women who don't care about their looks. Maybe they're satisfied with how they look, hench they (for example) don't use makeup, but if they began getting acne all over their face, got a huge visible scar or lost their nose, then I think they'd care. 😛

well still to attract other females right? i'm not sure if females will be attracted to ugly females over pretty females....

It's a vicious circle: People (not only girls, but girls a little more maybe?) want to look beautiful and then they don't want to stick out or seem awkward to others, so if most of the people look in a certain way (because that's what we consider beautiful, it's only a word, an impression made by humans) the remaining people will probably fit in and want to be beautiful as well, to be accepted.
(horrible sentence, I'm sorry o_o)
Oh, and in my philosophy course we discussed the theory of a certain man, Nietzsche(if I remember corectly -_-). He said things are considered beautiful because they look healthy. So maybe people want to seem young and healthy. It's just one theory of those that we discussed, but I can't remember any other...^^
There's nothing to see here. Proceed with what you were doing or throw rainbows at random pedestrians.

As @chris930421 also mentioned, then you just make yourself pretty to attract other females. I don't want to offend you in any way, since I don't have anything against homosexuals, but these mechanisms in the female psyche are built with males as target, but of course there'll always be a minority that doesn't fit the general discription. 😃

Two words: Self esteem. I agree that somebody does not have to be super beautiful to be attractive, and sometimes less is more when it comes to beauty, but guy or girl, if you look ugly or average then you probably won't have much confidence in yourself.
People blame this mindset on popular culture, but women have been trying to look more beautiful for thousands of years. Just look at Aphrodite.

It's kind of funny, because if a girl just wants to "hook up" (short term) with a guy, a lot those efforts go to waste, because the female pheromones copulins will block a man's ability to judge a woman's attractiveness by her appearance or voice.
Taken to the extreme, a good dose of copulins to the male mind from an ovulating female rubbing up against him, and the only thing going in his head will be, "That is Girl. Not deformed. Want to mate." Some guys can resist, but the temptation will be strong almost regardless of the woman's appearance... barring physical limitations like a 300 lbs woman with a 120 lbs man (it might intimidate him enough to snap him out of the pseudo-intoxicated state).
Of course, if a girl wants more than that, then appearance does factor into play. Most guys have their pride and want to be able to show that they were able to attract a good-looking mate. I'm sure the same applies to women. But for long term relationships, other important factors will come into play as well, and most intelligent guys will take those factors into account.

I thought that in general, people don't want to look like crap. There are exceptions but that's the basic parameters.
And it's not like guys dont feel the need to look "cool" 🤨

I think it's the same thing as why when you see an open drawer and a sock on the floor, you would close it and pick it up. It's aesthetically pleasing. It's satisfying. Sure, plenty of people can say "I don't care about keeping my room clean", or "I'm lazy and don't usually bother". But when company's coming over, it's embarrassing to have your underwear drawer open and a dirty sock on your floor. Or sometimes if you're home by yourself, you look around at all the clothes on the floor and the dust gathering on your shelves and decide to clean up, just so it looks nicer and more livable to you.
When I've shaved my legs, done my hair, put on a new dress and heels, and applied my lip gloss, I feel refreshed. Even if it's just to play fetch with my dog, I like the way my legs look in my heels, I like the soft swish of my dress right above my knees, I like the way my shoulders look feminine bare, I feel Coca-Cola effervescent bubbly tingles when I see the way the color of my dress complements my skin tone and the fabric clings to my waist, hips, and bust flatteringly.
That's the most qualitative, personal explanation I can give.

agreed full heartedly, that's a wonderful description.
plus i like looking in the mirror and going 'oh.. hey i look good today'. and i feel like i'm just giving off a generally better impression to those around me when i don't look like crap~
