Don't necessarily hate perverted characters, since a lot of main characters in harem and shounen romance manga are perverts to a certain degree, but the only perverted character that I just can't get around to liking is Hachibe from Ai Kora. Really, it's very unbearable to watch some of his perversions put to use. Sometimes it results in some decent humor, but a lot of times I'm just left speechless by how sick the guy is. Other than that, I really haven't found too many perverted characters I hate.

losers are meant to be hated. They need some level of epicness or reality in order to be good. Like if the main was a fat anime otaku with acne and glasses (something like tenchi's fish lipped friend) compared to someone like tenchi who despite being a bit of a push over, during times of need he is epic.

Depending. I don't usually like perverted main characters but if they're characters that make for good comical relief than it's fine. (ex. Baroqueheat from Dazzle, Sanji from One Piece....) It also depends on how perverted they are.
