No, I didn't mean Jews (I didn't even think about them). I used the expression 'bad people' because the word 'thugs' didn't express what I wanted to say and I couldn't find another synonym. And I wanted to say that showing off a swastika tattoo in a country that suffered a lot during World War II would not be a good idea because some people (thugs) may consider... well, beating up such person their patriotic duty. But on the other hand, I've never heard of such event, so I may be wrong. And that's a bit off-topic, I think.
