the weapon he's holding reminds me of houshin engi
the weapon at the back (fishlike thing) reminds me of black cat
the hair and something about the guy reminds me of kurogane from tsubasa
and i don't know why, but when i looked at the picture it feels a lot like one piece...
still looking/thinking about it

it looks much like a korean style of drawing to me, it feels quite like the artwork of someone i seen before. The best bet is to go look in a manwha i think.
