The group is based practically around the translators themselves. As soon as the raws come out, the translator will normally begin translating. As soon as available cleaners open up, the chapter is cleaned and worked on. As CoE has a lot of annoying consistencies for the cleaners, it does take them a while to work on it. Within that given time, the translations are finished and the PR takes them over. After the proofreader approves of the translation's grammar/etc., it's given to editors for typesetting and quality checking.
