If you want the character to be a bulbasaur in human form, you should change the position of the vines, because how they are right now makes the bulb look like a backpack rather than a part of the creature. You should also increase the size of the back bulb to avoid this association. You might want to consider adding spots to the arms and legs, as bulbasaurs have these in addition to the ones on their forehead. Now, suggestions are more on the aesthetic side, but the next ones will help you make a better drawing in the future.
For the foundation of the drawing, the perspective of the bulb is off, as it has no depth of field; however, it's the hardest part to do 3D drawing (when you need to foreshorten something, ex/ Mantegna's Lamentation over the Dead Christ). Also, the shoulders are too small; they should be the same size as the hips from the drawing's perspective. The arms are also stiff. Even if you wanted them to be straight, the arms don't look like that in real life. Same with the left knee, it should be turned out a bit because of the hips and foot position... and the right foot needs to be turned in a bit.
Otherwise, you have a good line drawing Peachy Pika.

Eep... I was going for like anime-ish style.... x___x... and I wanted the bulb to be a backpack... I didn't want to be TOO literal with it. I definitely agree that I should have made the bulb much bigger...!

Yeah, I know you were going for that; however, even in this style, manga/anime character artists still follow some basic laws. This is because the human eye can tell if something looks wrong or not by very simple and easily overlooked ques... such as the stiffness of the body... perspective... and weight distributing. Your weight distribution is fine... though a little exaggerated. The others just need a little work (the stiffness of the arm joints make the character appear zombie-like).
As for the other suggestions, they were just for aesthetics (i.e. artistic decisions), because I was not sure if you were going for the cat-girl look (slap some cat ears on it and say it's a cat) or a stronger personification. Though, the head itself lends to the bulbasaur likeness (good choice there).

It's been ages and ages since I've actually drawn anything that I've uploaded, so most of the stuff in my gallery is slightly rough around the edges and moldy. 😀

Thanks! You are very kind. <3 Traditional semi-realism is my favorite thing to draw. Hopefully any fanart I draw in the future won't be so flat and bland as the Cheshire pic. I have been practicing a lot, and I'm finally trying to wiggle into my own niche as I continue to learn.
I really like the art on your blogspot linked in your sig! I love the value and emotion and creativity you display in your art. It has a gritty storybook kind of feel that I like a lot.
