gunsmith cats the sadistic lesbian after the main character in the later parts is a bit more of a staler/kidnapper. also a good action series

Sanctuary - A yakuza don and a deputy police chief. Excellent manga.

It doesn't totally fit the bill, but Tokyo Crazy Paradise kind of works - lots of cop/yakuza relationships and such there.
