Sorry, I'm just used to reading mythology where people do their best to avoid the prophecy they receive and then walk right into it later. My favorite is Perseus' grandfather, who was prophesied to be killed by Perseus. He goes to all this trouble to keep his daughter from getting pregnant, banishes her to a box in the sea when Zeus "Impregnates her in a shower of gold" (kinky), and then later it turns out it was just a discus throwing accident (unintentional and in competition). How anti-climactic.

That's actually why I prefer prophecies as final. Also, if they're not definitely going to happen, then they're pretty useless prophecies to begin with.

No he doesnt, a real dictator (lets say Hitler) knows how to speak to people, he speaks to them on the same level, he makes their anger his anger, their fears his fears, their wishes his wishes, then he uses cruelty but its directed at another country or another race
