No he doesnt, a real dictator (lets say Hitler) knows how to speak to people, he speaks to them on the same level, he makes their anger his anger, their fears his fears, their wishes his wishes, then he uses cruelty but its directed at another country or another race

There are two different types of dictatorship, and I'll take as examples Hitler and the communist party in Romania.

Germany was in a crisis, humiliated after WW1 and Hitler preached about how Germans deserved power and promoted anti-consumism, anti-semitism and extremely anti-foreigners ideas. As you realize, Hitty became adored by the mass of people who started hating foreigners. He gained people on his side by his charisma (what Chibidoro-sama said)
While the communist party in Romania gained power by faking the elections, (which what x0mbie said) and from here both Hitler and the communist party ruled by the same method of fear and terror (so in the end it's pretty much the same, the massess in fear and the people loyal to the regime)
