The plot of Sanctuary is about two men working to take control of the Japanese government. One is trying to take over the underground/Yakuza... the behind-the-scenes government. And the second is working his way up the legitimate(ish) way.
Considering the entire manga revolves around politics and the political scene (-REAL- politics mind you), it is one of the most "political/historical (assuming we're referring to any kind of historical setting, rather than the medieval-ish you wanted)" manga you will find.
Now manga like Historie are more about the politics of nations that the main character isn't actually having a hand in moving. He's just swimming along with the flow of the river. If you're referring to something like -that-... I'd have to think more.
However, it seems to me like what you're looking for is more Romance of the Three Kingdoms. Where the main character is leading a nation (even if its not very realistic.)
In that regards, I'd suggest something like Shina Dark or Kyou Kara Maou (If you can handle the bishies in this one. Luckily any reference to Shounen-Ai is purely for comedic effect... Despite what the many fangirls will try and tell you.)
