I usually wait until the series is complete to start reading it! But there are exceptions like, an interesting or long story. It depends.

When I find a manga I like, I usually wait to read it until a few chapters are out. But that depends, if the translators haven't made a release of an ongoing manga for a while, then I'll just read whatever is available.

It doesn't matter to me. As long as a series isn't on indefinite hiatus or left unfinished. I'll start whenever I find something I want to start reading that sounds interesting.

Usually something is around for a few chapters before I start it though. Because I'll think about reading things for a few weeks before I actually read them most of the time. Except for new chapters of on going series that come out, I'll only read at most two series at a time that way I don't have this huge list of unfinished titles bothering me where I can't pick what to read.
And I have a general idea of what I'm going to read next after I finish what I'm reading now so it kind of goes in order of this mental list that rearranges all the time. XD
But I do read a whole lot of one volume long series and oneshots and finished series. Marathoning through them is so fun.

Usually only go for completed ones, though Naruto, One Piece, anything with a very large batch of volumes, is fine as well.

I'd never ever read something in a weekly chapter-rate; a five-minute read (tops) per week, not a chance.

Whenever I read a interesting description if it's not so interesting I put it in my wish list.
I don't care if it's ongoing or if there are no translations. I can wait. But i really don't like monthly series.
