There are soooooo many reasons why Naruto is not harem, I hope I can write all of them.

1- Sasuke is not the main character.
2- Sasuke is not even close to all the girls that like him. When was the las time we saw Sasuke and Ino together? or even Sasuke and Sakura?
3- Sasuke doesn't give a d*mn about girls. For all we know, he might be gay.
4- The main character, Naruto, is hated by most girls.
5- There are no panty shots.
6- Besides "sexy no jutsu" and Jiraya's adventures there is almost no ecchi in the series. And when was the las time that happened?
7- Sasuke is not a looser and shy kid, he's more like a egomaniac super warrior.

I seriously don't know how could anyone consider Naruto a Harem.

Naruto a harem? NO!

If i think of all the harem manga/anime i know, then there are mostly:

1. on boy(mostly more loser then hero)
2. more then 1 girl he live together with(sometimes alone...^^)
3. all girls are not related with him
4. most of the girls are more or less in love with him/like him

so naruto is no harem, e.g. Sekirei is a harem(Minato live together with many girl, 5 of them his 'wives'/sekireis[damn i want to be Minato...T_T), but bleach is no harem(ok he live sometimes together with 3 girls, but 2 of them are his sisters...^^.)

Yes, it's mostly comedy but still the point of even having a harem is for romance...give a good reason why else would there even be a harem if it weren't for a bunch of girls going after some guy or vice versa?

A harem manga is revolved about the fact that the guy HAS TO do a choice and every girl tryes to "convince" him to choice her.

Except that hes supposed to be this guy that attracts all the girls. A harem is where the girls flock to a guy who you wouldnt expect them to. Sasuke is supposed to be pretty desirable (at least according to all the girls that are after him at least).
