If I had to guess, I'd say around that time when Baby B'l saw Toujou (chapter 15, page 18), the ownership, pact, or whatever-you-wanna-call-it, was transferred from Oga to Toujou.

thats not possible because toujou cant be more than 15 meters away from baby b'l or else the whole lightning thing would happen.
