Well, moe, which is what 95.5% of Tantei Opera Milky Holmes consists of, is a very hard beast to pin down. A simple definition would be anything that makes you feel protective or sympathetic towards is 'moe'. So the main characters of said anime appear moe to some fans. It doesn't have to do with lolicon or anything, not everyone who watches moe anime is into that stuff. Your brother might just find the main characters cute (and I'll admit, those detective outfits are pretty adorable) or genuinely enjoy the anime. It all comes down to personal taste.

As for why the ad appeared after Togainu no Chi, it's just a matter of advertising. They don't consider what shows the ads are appearing in as long as it gets people interested in them. There's not a lot of thought behind it.
