how do I make a request for a manga to be translated?

I've read the first three chapters and It's like no other manga I've ever read. It first caught me with the art I truly admire the art, I'm really surprised that it hasn't been translated more. So if any one could tell me how to make a request I'd be very grateful.
Oh by the way this is the manga: Nuer Guo Chuanqi: ShengNan Pian
She says "yada!" but we all know she doesn't mean it.

was it that I posted where to read the manga, if not than what rule did I break? I just asked to find out how to go about getting in touch with a scan group that will translate the manga that stopped being translated.
