World Masterpiece Theater . Some are quite old, but still I was amazed by the animation when I watched some recently.
Among the anime I had watched I would say Cowboy Bebop and Evangelion.

I think that movies and OVAs are excluded though.

This thread wasn't fair from the start...since older titles can never beat the newer ones in terms of animation quality...save a select few

I agree, in fact, modern animation is pretty horrible in my opinion. There'll still be some brilliant modern animation studios like Studio4c and Production I.G., but some of the greatest masterpieces of animation are fairly old series/films...

Definately Byousoku 5 Centimeter, each and every frame is like a great stand-alone painting. If you wanna exclude movies though, I would choose Ergo Proxy as my favourite.At least in the first few episodes that i watched, the animation was a true masterpiece.

I'm more into art-direction, frame composition and brushstroke quality... as opposed to number of frames-per-second or CGI pixel content.
In other words.... more pictorial, less scientific.... it's all about "feel" for me.
Really like Mushishi.... some of the best backdrops I've seen.... Gankutsu Ou was pretty sexy as well (although the CGI was annoying at times).... also into "non-mainstream" styles like Kaiba.... Kemonozume.... and I'm a sucker for anything by Studio 4c or Manglobe.
