Most of the shoujo ai / yuri I come across are overly perverted ones that seemly was only made to attract male readers. They basically have no real story line and doesn't say much about the girls' relationship. I want some suggestions of good shoujo-ai / Yuri stories that was written with a mostly female audience in mind, and without all that unneeded fan service.

Know of any?

Anything by Fujieda Miyabi or Morinaga Milk (except Mare) will probably tickle your fancy.

Any of the Josei manga translated by Lililicious (such as Pieta) are also good, though a good number of them do contain adult scenes. If your requirement is to avoid all fanservice, you might need to be a bit more selective, but almost all of them prioritize character and story.

You can also check out some of the stuff by the female owned shoujo-ai/yuri group called Kawaii Scans.

And there's always the 'Female-Oriented Yuri' category tag.

Most shoujo-ai is seinen but that doesn't mean they don't have any quality to them! Some of my favorite shoujo-ai is targeted towards the male demographic.

Gokujou Drops is labelled shoujo but its quite perverse and is more focused on the physical than the relationship so you might wanna sit this one out
Rose Of Versailles is a classic if you consider it shoujo-ai
Pieta
Honey & Honey
Instinct and a chromosome Yuri so its not subtle wink wink nudge nudge
Chatting at the amber teahouse
Strawberry shake sweet

And there's a whole lot of stuff on Dynasty-Scans (it's pretty much Yuri/Shoujo-ai overload) sorry I couldn't find much that could be proved 100% for female readers. But I hope you find what it is you're looking for........

But some stuff I've personally found interesting is

Life
and the webcomic Penny & Aggie (it's not Japanese, just finished it)

Kimi Koi Limit is, so far, good. It could be targeted towards males, but it reminds me more of a shoujo.

The popular Sasameki Koto. Although its a seinen, i think its quit enjoyable for girls too. I like it.
