I think the primary reason is because they are always hidden. People in cultures where women's breasts are not required to be covered are not attracted to them as much. To them breasts are for feeding children, therefore they consider men in other cultures to be rather childish.

So by this it is very likely a cultural phenomenon not a biological/instinctual one.

As stated before, i think One reason is because we dont got um, but then that doesn't really explain it that well. Personally, because they're kinda soft and fun to grab? And when i was younger i always wanted to know what breasts feel like, cuz no one remembers when they were 3 that well. Well thats my personal opinion
