the naysayers just read too much into this
Freaking hilarious. I'd say this one tops Ultimate!! Hentai Kamen in terms of perversion and sheer humor; at least Phoenix has new and unique moves every chapter (I mean, "Phoenix Chupa Chups" seriously cracked me up!), while on the other hand pretty much every chapter of Hentai Kamen ends with the bad guy's head lodged in his crotch.
This is supposed to be taken in face value. So yeah, the negative comments just overanalyzed this. The most this could probably be would be a satire on the concept of lolicon, but that's it. And oh, p00k is right in saying that this isn't ecchi or lolicon, so you shouldn't be reading this if you're after that. If anything, those are included in its genres to keep naysayers away. ;D
Like Hentai Kamen
Incase you don´t know, henti kamen was a super hero with a detective father and a S and M mother. Due to that, he gains power when he puts panties on his head. And often punishes criminals via bondage and putting his balls in their face.
Anyway this is a story of a 26 year old neet that likes lolis but has a sense of justice. And thus stops other lolis from molesting girls. He mainly acts as the protector of a specific girl.
Honestly, the main character is hella buff. as are his adversaries. I wonder why he doesn´t try to become her official body guard and finally have a job.
As to the manga itself. It obviously doesn´t want lolicons touching little kids. Similar to when manga´s have demons or vampires fight other demons and vampires. Like drunkguy said, he´s a flawed noble hero. A bit tragic, likeable enough that it´d be cool if he got over his loliconess.
The work is episodic comedy that doesn´t have the same cohesion most manga have. Not to say that events end up being so uttery ridiculous that the universe resets. But there´s no real flow from one ep to another and its not building towards anything. This makes wear thin in a long reading session.
I´d give it a higher score if the story picked up or chaned structure a bit.
Lolicon Phoenix is probably the most noble flawed hero I've seen in some time. Call him insane, dumb and misguided but his pure deep love is an inspirational beacon to all who fight to overcome their own dark urges and do good in the world. I like to think a lolicon phoenix lives in every block and in every neighborhood.
It's a PARODY
For all those people giving low scores and complaining that it's "horrible" or "disgusting" just because they did not get to see enough naked 12-year-olds, please realize that this is a parody manga and not really intended for lolicons.
That said, if you enjoy dumb humour, this manga is pretty damn hilarious. It gets a little stale after the first 6 chapters or so, but it's worth checking out the early chapters for a few good "WTF?!" laughs.

Rating is silly
It's a very silly gag manga (funny at times), rating is as "ecchi" and "lolicon" is stupid.
Even a lolicon won't read this.. lol
Mannn.. like the others already said... its lame... heck.. there's tons of other lolicon mangas available.. don't waste your time scanlating this! lol
its SUPERBLY lame. lamest manga I've ever read. If you like bird-masked-half-naked-meatballs...THIS is the manga for you!
I find it interesting that while it's being scanlated, the group remains anonymous. That pretty much tells me all I need to know.

Nothing to write home about, but funny in a low-brow sort of way. I'm not gonna try and claim that it's a *good* manga, but it's not really all that disgusting or offensive though, as others have commented, considering nothing actually happens to anyone - it's about as harmless as any other gag comedy manga. Despite the genre classification, it's actually not ecchi or lolicon at all, but Manick doesn't believe me, and won't read it and find out himself.
